When the facility is designed for pharmaceutical manufacturing several things need to be addressed. One is the size and layout (flow of materials and people), the second is its maintenance. Here, maintenance includes cleaning. 21 CFR 211.42(a) states that the building must be able to support proper operations that include cleaning.
