Utilities that have no direct product contact are usually only commissioned, not qualified. This also depends on the contact the system has with the product. Some examples of utilities that often have no direct impact on the product include the HVAC system (some exceptions, eg, aseptic/sterile area operations), electrical power, boiler steam, and cooling tower water.
